A screened and licensed locksmith would have passed the FBI Background Check and would be issued a license by the Contractor State License Board, which is a C-28.
And there is another license, which is an LCO number license, that is issued by the Bureau of Security and Investigative Service.
The Contractor State Licensed Board and the Bureau of Security and Investigative Services will not issue any license to anyone who did not pass the fingerprinting and FBI background check.
